Auto rifles don't reload as frequently as SMGs, so it's easier to move off of Surplus. I can't imagine my Extraordinary Rendition without Surplus though, since you reload every 2 seconds. I went with Flared Magwell and Enhanced Ambitious Assassin for +20 reload and +5 stability, along with Enhanced Incandescent. The reload is more than sufficient.
Consider perk synergy as well. Incandescent might seem underwhelming to you on its own, but its ability to chain kills among adds is a nice booster for perks such as Ambitious Assassin, or on the BXR-55 Battler, Demolitionist & Pugilist. Just run another strike. You don't even need another red bar weapon. Once you complete a strike you'll get the progress and get to step 4.

I don't mind people using it to have a little bit of fun in open world pve or regular strikes or whatever, that doesn't hurt anyone, but people use this stuff to get triumphs, titles, rewards for challenging content, other people put hours to days of effort into in order to get it.
